re: "On Capability vs. Intent, Part II"

Andrew Exum at Abu Muqawama ("a blog that focuses on small wars and insurgencies in addition to regional issues in the Middle East") examined the significance of uncertainty in intelligence analysis.

Money quote(s):

"(I)n my World Politics Review column this week, I tackle the intelligence problems related to intent, which are normally much more difficult than those related to capability. Specifically, I tackle the (understandable) failure of U.S. intelligence agencies to determine whether or not Israel will attack Iran -- a failure that matches my own inability to do so."
