Why thank you kind sir, I have since discovered that the diplomat responsible for this comment is the head of Britain's diplomatic mission to the EU.

Personally, my experience with British diplomats has been uniformly positive, but then it's also been far out in the trenches, where the "grunt work" of diplomacy takes place.
I did cringe inwardly on one occasion when a high commissioner of whom I have great personal regards went on in a semi-public address about climate change, &tc., but I suspect he was only following orders from home.
