So where can Cubans apply for a US visa? Does the US Interests Section have a consular officer?
Como se dice "Thank you for your interest in visiting the United States. Unfortunately at this time we cannot grant you a visa. We further regret to inform you that your application fee is non-refundable. Have a nice day" en Espanol?

The U.S. Interests Section does have consular officers, and has a visa section: http://havana.usint.gov/non-immigrant_visas.html
