Josh Rogin at The Cable ("Reporting Inside the Foreign Policy Machine") explained the context.
Money quote(s):
" "The only thing that was said was that the debate is about a law that some critics would say has the unintended consequence to discriminate against legal or illegal residents. We did not comment on the particulars of whether that's true or not," Posner explained."

JG - Security and human rights
From my archive of press clippings:
Jamaica Gleaner
Security and human rights
published: Sunday June 22, 2008
File
These men from Tivoli Gardens are forced to lie in a marl pit during an operation by the security forces in the west Kingston community in 2005.
Don Robotham, Contributor
Jamaica is at a crossroads. In the month of May the murder rate increased by about 100 per cent. This is an unprecedented rate of increase. If this continues unabated an already murderous society will come close to the point of collapse.
Read the whole article here.
Snippet(s):
"It takes about a year to prepare a legally viable case against persons charged for murder and other offences under the law.
After this considerable period has elapsed and the case eventually comes to trial, convictions cannot be secured.
The reason is that the witnesses collapse."

JG - Get drastic, PSOJ, activate the gallows!
From my archive of press clippings:
Jamaica Gleaner
Get drastic, PSOJ, activate the gallows!
published: Sunday July 6, 2008
The Editor, Sir:
I am pleased to see the response of the Private Sector Organisation of Jamaica (PSOJ), in offering a tidy sum (could be more) to assist our beleaguered police force in its efforts. However, the headlines mentioned 'Drastic crime plan'. To my mind, that is not drastic. Where are the drastic sanctions that should be a part of this thrust?
Read the whole letter here.
Snippet(s):
"We have always put the human rights of these perpetrators first and foremost, and our present situation is the result.
What about the human rights of those slain?
We have repeatedly put forward many reasons why we should dispense with capital punishment in the form of hanging. Is this not a part of the system of justice?
We want justice now for the families of the victims of murder. That justice is they must pay with their lives, and not be nurtured and fed with the tax dollars of us all."
